After much speculation, Trump has reluctantly signed the sanctions bill which will place further sanctions on Russia, North Korea and Iran. Trump said that signing this bill was “for the sake of national unity” but also called the legislation “seriously flawed” and “clearly unconstitutional.” It is unusual for a president to sign something and immediately come out against it, but it is Trump.
Frankly, Trump was just upset that he got some of his executive power taken away from people in his own party. The new bill limits Trump’s ability to relax sanctions on Russia without the approval of Congress due to the possibility of collusion between the Trump administration and Russia during the campaign.
